“How do you change the settings so the tv won’t shut off in 15 minutes from being paused? Also, the lips don’t sinc with the sound. Can that be adjusted?”

You cannot disable that feature, keep a video playing on the screen for the TV to stay on. This TV doesn't have audio delay settings.
