“Are there actually 2 levels at which you can insert a wire shelf to cook? Is there a stay-on setting for the timer? Looking at a magnified picture of the timer, I cannot tell from the icons on the timer knob whether there is a stay-on setting?”

It does have a stay-on setting and 2 levels but they are close together
