“I do not have cable and use TV antenna. I would like to have the Closed caption on the TV portion. You can set closed caption for movies but it does not work while watching just the TV. Do you have a suggestion on CC for TV?”

I'm not 100% sure if this will solve your problem but did you try going to settings then accessibility and turn closed caption on there? That may solve your problem. I use apps on the TV to watch live tv, all you need for that is WIFI and there's multiple apps that you can watch local/live TV on
