There is no "on - off" switch. After you disconnect the USB when charging, the blue lights shut off, and after you remove the USB from the device you are charging, the blue lights will go off. Nice charger, I like it!

Yes it does. It has a button on the side that you can use to turn it on to see how much charge it has left but once you charge it up or charge your phone it turns off automatically after plugging it out.
