Yes, you can download available apps on this TV.

I believe the answer is yes. But my question is why? One of the key features of this TV is screen mirroring. It works flawlessly. As long as your cell phone has screen casting on it, you can simply screen anything from your phone to the TV. The other night I watched The Illusionist from Tubi I think. It was pefect. I put Pluto on the TV, but I'll probably remove it.
