“I have an old portable dvd player and want to hook it up to my new Insignia tv so I can play dvds. The dvd player has a usb outlet. Will this cable work if I connect the player with this cable to my new tv with hdmi?”

It is designed to connect a DisplayPort source to an HDMI display, but your DVD player uses a USB outlet, which is a different type of connection. To connect your portable DVD player to your Insignia TV, you might need a USB to HDMI adapter or a different type of cable that matches the output of your DVD player and the input of your TV.
