“Do these not work with the new Raspberry Pi 4B? This is the second one I've tried and it just does not work. I can swap the cable ends at the Pi and at the monitors and the display connected to the Insignia micro cable never displays anything.”

I had the same issue. You need to set some configuration in the Pi config to which HDMI port and resolution you are trying to achieve. This isn't unique to this cable.
