“I can't tell whether this charger is dual voltage. Would I need a converter to charge it in an EU country?”

Use any wall charger that is rated 100V to 240V with a plug adapter for your country. Plug in a Micro USB cable into to charger port on the top of the Insignia charger block. It takes about 4 hours to fully charge it and will charge your cellphone a few times.
