• I believe you need to charge the charger. These portable chargers will charge your devices when they are fully charged. You must periodically charge up the portable chargers. They show 4 blue solid lights when the portable charger is fully charged. It shows blue blinking lights when it is plugged in and charging. I hope this helps.
