This is a standard USB to lightning plug charger it does not allow mirroring on a TV. You would need a lightning to HDMI cord for that purpose.

The only thing that works like a hdmi is a hdmi or AirPlay with a Apple TV box. I'm really not sure what it is you are asking but if you are wanting to plug your iPad into your TV then you will need a digital AV adapter and an HDMI cable.

In my experience it will not act as an hdmi cord. It only allows the most systems to read the hard data on your phone like a storage device. Apple does make an adaptor that projects your screen, in a fashion, so you can stream your phone to a TV. I had experience using an older version of the converter (30pin version with my old, i4) and it did not work very well. The cost of the converter runs about $40 last time I checked. No. This is a standard Lightning cable with one end for the iPhone and the other a USB port.
