• Yes it will work with CAT7. For outdoor use I would suggest shrink wrap.

• No there is no sealing of the connection. Why not just ask your neighbor for the WiFi password it is much less noticeable than a cable running from second floor window to window. Plus you won’t have to break in to run the cable.

• It will work with a Cat7. As for waterproofing, I can't imagine why you would submit any electronics to wet conditions, especially a stationary build item. This product is meant to connect two cables together, not a single function more.
