This radio tunes on the odd frequencies which is the standard for North America. In Europe the use the even numbered frequencies. They also use DAB instead of HD, though I think Romania and France use the HD technology.

As far as I can tell this model of INSIGNIA radio can only tune in the odd numbered frequencies after the decimal point.
