No, you cannot as your phone already has data. Why not use your phones USB-C (for example) to whatever port your laptop has and configure your phone for USB tethering.

However, it the port on the phone is designed as a receive only alternative to the phone's WiFi then no. It would depend on your phone's ports function not this device. If its a cellphone I don't know.

Sorry, there was a problem. Please try again later.I know that my iPhone has Ethernet capability (iOS 10 or newer) but my phone has a lightning port for charging, not the usb-c port this cable needs. However if you could bridge the lightning to usb-c connection with an adaptor I think it would work. I have no knowledge about what the android phones are capable of.
