Yes as per checking on the specifications this Insignia™ - USB to VGA Adapter - Black is compatible with Windows and MacOS. The NS-PCA3V Insignia™ - USB to VGA Adapter - White is only compatible to Windows 10 / macOS.

Try Compatibliity mode. Right click the executable and look for "Compatibility" and see if it works in Win 7 mode

I would imagine that if the instructions say that it's windows 10 dependent, then you would need at least windows 10 for the device to function correctly. In terms of the device that I purchased I used it in the capacity to allow me to connect and view my laptop content on a larger monitor.
