“Is the volume supposed to be softer on this unit for a given volume level compared to the non-portable one? For example, volume 40 is fairly low volume on my Portable unit whereas on a non-portable it is much louder. Is that normal or should I exchange?”

I am quite sure volume level of this bigger speaker and the smaller one are different. As long as this speaker sounds good to you at different volume level and level 90 and 100, I think you are good.
