I have the same issue. But not just playing music from blue tooth also using Google Play service. Happens every time I turn down below 15. I have 4 of the Insignia Google Assistants and same issue on all. Turn it up, no issue.

Please know that the volume has nothing to do with the functioning on the smart speaker. The Bluetooth speaker is capable on detecting the signal coming from your phone, but still you can check that nothing else or other devices are not interfering into both devices.
