Yes at least 1 pcie slot should be 4.0 in a 590 motherboard

The gen 11 processors do, but you'll have to have a 490 or a 590 chipset to have it. Some 490 mother boards do not support PCIE-4. I do know my MSI Z490 gaming plus does. All the 590's do.
