Yes, it comes with a heat sink and fan, and yes, there is already thermal paste on the heat sink

It comes with a tube of off brand thermal paste (not pre-applied) and a basic Intel Heatsink/fan. But I suggest the Coolermaster 212evo! Its a lil bigger, but the thermals are much better and can help the cpu run cool under most moderate loads.
