What material is the pool (blue part)? null

The liner is made of Poly Vinyl Chloride (PVC). All Intex products are BPA free. For more information please contact the Service Center at 1-800-234-6839.

I don't recall what the manufacturer said, but, it is a very thick plastic that appears would be usable for many years. It is certainly more than enough for small kids. I think it would be thick enough and durable enough for dogs to use daily as well.
