Yes* - Some things will work just fine if the hub is not powered. Some things might work but seem slower than usual. Other things won't work at all. 
USB can transfer both power and data, or just one or the other. Hubs with a dedicated power supply generally don't receive power from their USB host connection (whatever you plug the hub itself into). Some devices expect to receive power from the device they are plugged into, and these devices will not work if the hub is not connected to a power source. And since this hub does not receive power from its USB host, devices connected to it that require power will not work. However, things like external hard drives with their own power supply should* work just fine, in theory, but that comes down to the hub's internal design and whether it allows signal transmission when unpowered (it's not a USB spec thing, individual manufacturers decide). But usually hubs with their own power supply will behave as I have described above.
