Does the note 9 have USB c port if so then yes you can.

I believe the Samsung Note 9 may support Samsung DeX features, which may also support DisplayPort Alt Mode through it's USB-C port. GPU and video source must support DisplayPort 1.4 with DSC to achieve 8K @ 60 Hz /4K @ 144 Hz resolution. Please refer to the manufacturer of your hardware for more information on your device.
