No, this is not a set. The picture is only showing you the rest of the Pokémon collection but you have to purchase each one individually. If you are looking for a set I would recommend Amazon.

They sell it as individual. I wish they sold it as a set. I'm not sure how you pick which character you'd get if you're not in store though.
