Yes, it is counter high at 36 inches.

We have a standard countertop height. 36.5-36.75"
The stovetop that holds the burners is 1/2" higher than the granite. 
However when you add the cast iron grates that you cook on, it is actually more like 38.5inches. You wouldn't want the stove to sit any lower because then the edges of your countertop would show. 
There is also a lip on the front where the knobs are. It also measures higher at 38.5"
We love this stove.
