I had exactly the same problem using a HooToo Shuttle adapter (HDMI to USB-C) to my MacBook Pro. I switched to an old VGA cable that I had at home and it worked immediately. I don't recommend this as a solution, but I'm positive your problem is related to the adapter you're using. Someone at Reddit recommended the Apple USB-C Digital AV adapter with HDMI and charging. It should work.
