You only need to be connected to a "network' ( WiFi or other) when you are setting up the system for the first time. You will need to download the "app" and it will guide you though the whole set up process. Using the "app" insures that the whole system is synced correctly.

Yes, you have to download an app and from what I understand there will be changes ongoing so updates will be needed through the app so a network will be needed for this

You do not need a network to use the device as long as you’ve already downloaded the app. It works via Bluetooth.
