Can this be be used for Netflix? Is this a smart tv ? null

It is not a smart TV. We use it with a TiVo Mini and the HDMI input to get Netflix, HBO, Amazon Prime, and other services. We do not even use the TV antenna or the cable connection. Actually, we use it more like a monitor.

The LG 720p LED TV – 24” Class (23.6” Diag), Model # 24LF454B-PU is not a 'Smart TV' and it does not have built-in apps. It has an HDMI port on it that you can plug a media streaming device like an Apple TV, Roku, Googlechromecast or Amazon Fire Stick into so you can stream from the built-in apps on those devices...^IFV
