• No. When I was helping a friend shop for a counter depth fridge, about the largest available was 23.5 cu ft.

• This refrigerator is a 28 cu. ft unit, so know, it would not be counter dept. There is probably one with similar features that is counter depth, but it won't have the same capacity.
