Does this or can the Spectrum app be put on this TV? null

It doesn’t really matter. The television will not last long enough for you to have to worry about it. Furthermore, any warranty you purchased from Best Buy will just be another thing they try to weasel their way out of. I would try to find a different television and a different business from which to purchase it.
