I don’t know what “Windows 13” is, but it works fine in Windows 10. It’s plug and play. It includes a USB cable so you can plug it into your computer. Just remember Windows 10 doesn’t natively play DVDs, so you’ll need something like VLC Player to play them.

Please reach out to our support team via private message on Facebook @LGUSSupport and use #VOC in your first message to our social media support team or call at 800-243-0000 to verify. Also, be sure to provide your contact information, model/serial numbers and date of purchase. ^Daphane
