You've done most of the diagnostic work. Also try performing a reboot or cold boot. If no luck, call up Device Manager. Iff there is no mouse listed, or it has a question or exclamation mark, try reinstalling or updating the driver. If all of this fails, return it.

Please try again later.According to the Best Buy customer service people I spoke to, your ONLY recourse is to contact Logitech directly if it is past the minute return window of 15 days, or 45 days tops if you are an "Elite Club" member. This is bogus and a true lack of service after the sale. Beware consumers this mouse is GARBAGE!
