Yes. Holding the Ctrl key while scrolling the center wheel will zoom the page being viewed.

If you hold control and scroll the wheel away from you it zooms in if thats what you are looking for.

If by Magnify you mean make things bigger on the screen.. No. That is a function of the ACCESSIBILITY or EASE OF ACCESS within the operating system. Sometimes using the 3rd wheel button.

As a built-in feature, No. However, you can press and hold "CTRL" and scroll up and down to zoom in and out.
