The bottom one is the "back" button (such as on a webpage) and the top one is the "forward" button.

There is some software you need for this that does not seem to be included with the trackball. I forget the name, but Google the trackball and you will be able to find it and see where you can download it (probably the Logitec site)--I think it is free. I haven't bothered with ir yet.
