If they did not go to sleep the battery life would be much much less. So, to increase battery life they will go to sleep after a timeout period. Your laptop also has a power option to turn off bluetooth after a time out. I am now in the habit of double right clicking the mouse when I grab it. That does two things. 1. Wakes the mouse, and 1. Wakes the laptop. The delay over just waking the computer is negligible.
