• Yes it does. Pressing in the scroll wheel till it clicks switches between the two scroll types. They've added an easily reachable button right next to the scroll wheel that replaces the functionality of the wheel button.

• Yes. Whiz through long documents or web pages with a single spin of the wheel. When you need more precision, press the wheel to shift to click-to-click scrolling. - Logitech.
