There is no port needed for USB because ts totally  bluetooth operational. You will need to have the C-type port available to format the devise and a working internet.,

The mouse itself is wireless so yes it can be used without a USB port, however it will need to be charged through the USB cable. I don’t know if you can put it into a regular electrical outlet through a USB cord with an adapter or not. I have not tried that

This is a Bluetooth mouse with three separate channels. It should still pair without the port unless the Bluetooth on your laptop has also failed.
