• The dongle is the wireless receptor. The "wireless" part means you don't have to have a cable from the PC to the mouse

• If you are not using Bluetooth for your connection to your computer then you must use the dongle for the 2.4GHz band wireless connection.

• That is correct. There is a dongle that comes with it but is not necessary if your pc has Bluetooth.
