• You can record offline. It has a link to the website where you download the software.

• It comes with Logitech Capture program which has many features. So yes.

• It doesn’t require internet for anything other than downloading the Logitech software to your pc

• Yes, you can use any program that sees a webcam to record while offline. I believe Logitech Capture will work offline, but I have not actually tried it.
