I believe it says "up to 6 users," so if you are using the same login information for your Mac and iPad then it should only count as one user.

So assume 1 for yourself and up to 5 others that you could extend an invite to. At: https://account.microsoft.com/services/office/overview?OCID=PROD_Office_CONS_MyAccount_Migration&refd=setup.office.com It states "Each person sharing this subscription can install Office on all their devices and be signed in to 5 at the same time." Please note that I've only installed Office 365 Home on a new MacBook and have not had a chance to install on my mobile devices yet nor extend invites to my family members.
