• Yes. I have the Surface Pro 4 and it's the same as the one that came with it. Input 100-240v 1.6A, 50/60Hz Output 15v===4.0A, 5v===1A Hope that helps. It also says on the section of cord that goes to wall 2.5A 125V

• I do not know the voltage, but I bought one for my surface pro 4 and it works perfectly. Also, the cord is slightly longer than the one that came with my surface.
