This is in fact the OEM/System Builder version. It is an option to save yourself a little money, but I would dig a little further and make sure it is the right option for you.

Microsoft expects to provide no installation support for OEM products, so the cost is less than the full retail version.

The software is not tied in any way to a particular vendor's hardware. It comes with a license key, so you don't need to already have an OEM license key.
