• Compatibility is based on your computer hardware, not on your current operating system. Windows 11 is a newer version of Windows. If you currently have Windows 7, then 11 is an upgraded version.

• Probably not, as I think that PC is too outdated to meet the Windows 11 specs, hardware needs. Google PC specs needed to upgrade to Windows 11, and you should get your answer. They also have a utility you can download and run to see if your PC meets its requirements.
