• yes, it's basically a "reinstaller" you can reinstall using this usb flash drive as many times as you need. I did the same thing with a windows 10 bootable usb flash drive and put windows 10 on multiple computers

• I think this is legally an install on a single compluter. However, I see no reason it could not be installed on another computer if it were uninstalled from the first.
