The short answer is yes you can. But you can do this as well with the windows installer for windows 11 installation media.

The only difference is that this package will have a "fancier" looking USB stick as oppose to using your own usb stick and making backup copy.

You need to clone it but that wouldn’t matter you have the key.  Download from MS and make it a boot able drive with another PC disk part.
