Does the mouse shuts off by itself with no use? null

No ,you have to turn it off there is a small switch under the mouse . Flip the switch up ...when it’s on the blue light will shine bright so you will know.

It stays on. Having it on overnight accidentally will not drain battery so much as it will power down when the bottom of the mouse is meeting the surface without movement.
