• Yes it will. Your cellular provider doesn't have anything to do with WiFi or WiFi hotspot. It's actually your device, most devices won't have any issue connecting to a WiFi hotspot as long as you have WiFi connection in your settings. It's one thing that almost any phone has as a basic setting.

• If you mean can you use it in a device to be used as a wifi hotspot, I believe it would work. I use this sim card in a Verizon USB modem and it works great. The USB modem can be plugged into any computer or other device with a USB port and it give you internet connectivity.
