“Is this 8gb of 4g lte data and then gets throttled back to 2g data but is unlimited 2g data after using the alloted 8gb of high speed for the month, for example if i use 8 gb of high speed data in first week can i still use say 75gb of 2g the last 3 weeks”

in theory yes, but the reality is that any reseller under tmo will reduce your speed so much it becomes unusable, i have many years of experience using flagship smartphones in the NYC area, and once my high speed allotment runs out, the slower speeds simply are not enough to load the most basic websites or apps, everytime, you may have a different experience somewhere else but I go all over the city and north jersey every day and slower speeds still not usable.
