Would a card like this need water coolling or can you put one on there anyways.??? null

I wouldn't necessarily say this card needs liquid cooling since we worked tirelessly to improve the cooling on this new chipset. If you still wanted to liquid cool it, you would need a compatible water block (along with all the fittings and parts you need for a standard custom loop) or find an AIO cooler that would fit onto this PCB.

I dose not need water cooling works fine the way it is. But if you are a extreme overclocker then water cooling would help. All 2080 ti's start to thermal throttle at about 55c .

No, this card has three fans built in and as long as you have some case fans and some breathing space for the card, you shouldn't need water cooling. I don't have any cooling on my rig and it works fine with no temperature issues.
