• Yes, it works fine charging through an Otterbox Commuter case. However, it does reduce the charge rate.

• Yes.... pending the thickness and material of your phone case. I am able to charge my phone (Pixel 3XL) with a case on it (Otterbox Symmetry) just fine. However, I found it will charge faster without it.
