• This fits an adult male comfortably so no not without some major tinkering. The pedal section is adjustable but for someone that small my Logitech pedals would have to hang off the bottom.

• You can adjust the distance to the pedals quite easily so I seen no reason why someone 4' wouldn't be able to reach the pedals.

• Move the peddles back and put a pillow behind their back and it should work fine

• My son is about that height and has to use pillows to sit forward in the seat. The pedals are adjustable
