Does the seat have an adjustment for tilt? null

No, see my other answer. But it does fold forward to reduce space.

Unfortunately not, however the tilt is perfect for me 6'1" and my father 5"9'. So I wouldn't worry too much. That being said you can adjust the tilt by setting different heights in the front and back legs, but if you do the tilt becomes way too much for either forward or backwards, and the strap either holds the chair so you are sitting straight up, or it becomes loose and the wheel becomes very bendy.
